今年是国务院颁布《锅炉压力容器安全监察暂行条例》十周年。这个《条例》的颁布标志着我国锅炉压力容器安全监察的历史揭开了新的一页。《条例》为十年来安全监察工作的健康发展,为最终建成具有中国特色的社会主义的安全监察体制,奠定了坚实的法制基础。今天,邓小平同志年初南巡重要谈话精神正像和煦春风吹遍中华大地,鼓舞着亿万人民为加速经济建设而努力奋斗。在这个历史时刻,纪念《条例》颁布十周年,抚今思昔,激励来兹,有着十分重要意义。为此,本刊请李沛瑶副部长,江才寿局长撰写专文纪念,并组织这次笔谈。
