“双语教学”是指教学语言除了母语以外,还用一门语言(这里主要指英语)作为课堂主要用语进行非语言学科的教学,它应包容:课堂教学、校园文化、校园活动、校园环境、师生交往等全部学校教育活动。上海于2001年开始启动双语教学,开展双语教学的实验学校已经由最初的8所发展到现在的260所,双语教师由原来的50人发展到2500人,接受双语教育的学生由5000人发展到5.5万人,双语教学的发展势头迅猛。然而,从表面上看来蓬勃发展的小学双语教育,在实际的实施过程中仍存在着一定的问题。
