2006年3月27日,中共中央总书记胡锦涛同志在中共中央政治局第30次集体学习中发表了关于国家安全发展的讲话,强调高度重视和切实抓好安全生产工作,是坚持立党为公、执政为民的必然要求,是贯彻落实科学发展观的必然要求,是实现好、维护好、发展好最广大人民的根本利益的必然要求,也是构建社会主义和谐社会的必然要求。危险品运输和危险品生产与储存的安全监控和管理已作为《国家中长期科学和技术发展规划纲要(2006-2020年)》中“公共安全”的重点内容,将始终作为我国安全生产工作的重要内容。
