清政府于光绪四年(1878年)在上海正式开办海关邮政。一八七八年七月发行我国第一套邮票——海关大龙邮票,此后还发行了海关小龙、万寿、红印花加字、蟠龙等三十套计一百八十六枚邮票。清代邮票画面多数是蟠龙图案,有的是富有传统民族风格的鲤鱼、飞雁等图案。其中以光绪二十年(1894年)夏历十月初十日为庆贺慈禧太后六十寿辰发行万寿纪念邮票的图案内容最为丰富。万寿票是我国第一套纪念邮票,建议发行者是英国人赫德,由海关造册处职员法国人费拉尔负责设计。费拉尔
