党的十七届四中全会提出,以保障党员民主权利为根本,以加强党内基层民主建设为基础,切实推进党内民主建设。这一重要战略思想为推进党内民主建设提供了遵循。对部队来讲,在抓好基层党务公开的基础上,逐渐扩大到旅团级党委民主建设,势在必行。
The Fourth Plenary Session of the 17th CPC Central Committee proposed that the party democracy be built on the basis of safeguarding the democratic rights of party members and strengthening the building of grassroots democracy within the party. This important strategic thinking has provided a follow-up to the promotion of inner-party democracy. As far as the armed forces are concerned, it is imperative to gradually expand the democratic construction of the brigade and party-level party committees on the basis of doing a good job in opening up grass-roots party affairs.
