官德就是领导干部从事领导、管理、协调、服务过程中所具有的道德品质和必须遵循的道德规范。由于官员在社会生活中处于领导地位,由此决定了官德具有强制性、示范性、政治性和决定性。目前我国各级官员中的大多数,其道德素质不断提高。但也有少数官员理想信念和道德观念发生严重混乱。少数官员的道德沦丧,影响了党和国家的形象,破坏了干群关系,动摇了人民群众对党的信任,败坏了社会风气。因此,加强官德建设是现实而又紧迫的任务。 Official ethics is the moral quality and the ethics that must be followed in the leadership, management, coordination and service of leading cadres.
