宝鸡峡灌区是一个传统烙印较深的全国大型灌区。长期以来受传统思维的影响,“干部只上不下,上去就下不来”的错误认识在一些人中大有市场。管理局以深化干部人事制度改革为突破口,坚持重实绩、重德才、重民意的用人导向,在重点解决干部“下”的问题上狠下功夫。把好了“三个关口”,做到干部能上能下,取得了“降免一小批,警示一大片”的良好效应。
