各市、州、县人民政府,省政府各厅委、各直属机构:省人民政府同意人民银行长沙中心支行、省工商银行、省农业银行、省中国银行、省建设银行、省计委、省经贸委、省财政厅、省物价局《关于加大信贷支持力度促进中小企业发展的意见》,现转发给你们,请认真贯彻执行。发展中小企业,对于提高我省经济总量、推进工业化进程、发展县域经济、扩大就业渠道都具有十分重要的作用。各级各部门要把发展中小企业作为一项加速我省工业化进程和应对入世的战略任务,予以高度重视。要以市场为导向,以扶持、服务为宗旨,为中小企业发展创造良好的外部环境。各地要从大局出发,加强组织领导,做好政策协调工作,加大对中小企业的扶持力度,共同促进我省中小企业健康发展。

The development of small and medium-sized enterprises plays an important role in raising the total economic output of our province, advancing the industrialization process, developing the county economy and expanding employment channels. Departments at all levels should give priority to the development of small and medium-sized enterprises as a strategic task of accelerating the process of industrialization in our province and tackling the accession to the WTO. Market-oriented, supportive, service-oriented should aim at creating a favorable external environment for the development of SMEs. All localities should proceed from the overall situation, strengthen organizational leadership, do a good job in policy coordination, increase the support for small and medium-sized enterprises, and jointly promote the healthy development of small and medium-sized enterprises in our province.
