建立“开发扶贫、生态建设、人口控制”为主题内容的毕节试验区,是一个具有重大历史意义的创举。上世纪七十、八十年代,国内外众多专家、学者对愈益尖锐的贫困、生态、人口问题深入研究后形成了广泛共识:通过高投入高消耗追求经济数量增长和“先污染、后治理”的传统模式已不适应发展要求,必须努力寻求一条人口、经济社会、环境和资源相互协调,既能满足当代人的生存需求又不造成后代人生存危害的可持续发展道路。 正是在这样的历史条件下,时任中共贵州省委书记的胡锦涛同志,为改变喀斯特岩溶山区经济落后、生态恶化、人口膨胀状况,作出了建立毕节“开发扶贫、生态建设”试验区这一具有创造性和富有前瞻性的战略安排,随后,胡锦涛同志又在京邀请中共中央统战部、各民主党派、全国工商联负责人进行座谈,商谈对毕节开展智力支边工作,以指导毕节的改革试验与发展。1 988年6月9日,毕节试验区经国务院批准正式成立。 1 6年过去了,毕节试验区建设为毕节的经济社会带来了哪些变化?乌蒙山区的老百姓从中得到了多少实惠?毕节试验区为西部贫困地区健康协调发展提供了哪些有益的经验和启示?……愿本期策划能引起广大读者进一步的关注和思考。
