学前教育本质上是一项社会公益事业,不仅对个体的终身发展具有重要的意义,对于国家和社会的发展同样具有重要的作用。因此,国家不仅要重视发展学前教育,强化政府在发展学前教育事业中的责任,而且要将其纳入政府的公共服务体系并提供相应的制度保障。笔者认为,构建学前教育 Pre-school education is essentially a social welfare undertaking, which is not only of great significance to the lifelong development of an individual, but also plays an important role in the development of the country and society. Therefore, the state should not only emphasize the development of pre-school education, strengthen the government’s responsibility in the development of pre-school education, but also include it in the government’s public service system and provide the corresponding system guarantee. The author believes that the construction of pre-school education
