随着服务型政府建设工作的不断深入推进,财政系统作为政府服务的重要职能部门,其服务效能建设尤为重要。提升政府服务效能,核心在人才建设,关键在人力资源管理和激励。近年来随着财税工作专业化、法制化、信息化的进程提速,传统的官僚体制和人事管理机制已经远远不能满足基层财政系统发展需要,在奖惩考核、晋升、人才培训、工作参与度等方面存在负激励问题,笔者针对激励问题提出相应措施及建议,以期促进基层财政部门提升人力资源管理水平。
