As the French writer Victor Hugo imagined, France, Germany, Britain, Italy and other European countries we are familiar with have already “tightly integrated in a higher level of the whole”. This “whole” is the European Union today, people used to call it the European Union. At present, the EU has 25 member states, 450 million people, an area of more than 4 million square kilometers, and GDP of more than 10 trillion US dollars, accounting for a quarter of the global economy, ranking first in the world. Whether it is its overall strength or its degree of integration, it is unmatched by other countries in the world today. It is more and more active as a whole in the political and economic arena of the world and plays an important role in international affairs.
