高级能源研究计划署(ARPA-E)这一名称源于美国国家科学院2005年发表的一份题为《未雨绸缪:开创美国经济的光明未来》的报告,该报告认为美国需要激励创新,开发清洁、低廉且可靠能源,建议政府成立先进能源研究计划署(Advanced Research Projects Agency-Energy,ARPA-E),以此推动革命性能源技术的开发。2007年,美国国会根据《美国竞争法案》授权能源部创建了ARPA-E。
The ARPA-E derives from the 2005 report of the National Academy of Sciences entitled “Taking precautions: Creating a bright future for the U.S. economy”, which argues that the United States needs to stimulate innovation and develop clean, Cheap and reliable energy, the government is advised to set up an Advanced Research Projects Agency-Energy (ARPA-E) to promote the development of revolutionary energy technologies. In 2007, the U.S. Congress authorized the Department of Energy to create ARPA-E under the U.S. Competition Act.
