一场风暴正在中国足坛刮起。风暴的发源地其实并不在国内,而是远在东南亚的新加坡。2009年初,新加坡发出全球红色通缉令,要求中国协助抓捕一位名叫王鑫的足球球员,他涉嫌组织球队在新加坡踢假球,此事在新加坡引发体育、传媒及社会民众的公愤,司法也由此介入。2009年4月,王鑫在沈阳被捕,随后其供出了长年混迹于足坛有“足球恶人”之称的王珀。一场足坛打假、反赌风暴由此肇始。2009年11月25日,公安部首次披露了足球打假真相。随后,国家体育总局足球运动管理中心主任、中国足协副主席南勇在接受记者采访时表示,假球“毒瘤”不除,中国足球没有希望。事情远没有结束。在王鑫与王珀之后,2009年12月,成都谢菲联足球俱乐部董事长许宏涛、副总经理尤可为以及原青岛海利丰领队刘宏伟等人因涉嫌操纵2007年9月22日成都谢菲联客场与青岛海利丰的比赛结果,已经被检察院批准逮捕。而据足球圈内人士透露,目前所暴露出的只是中国足坛乱象的冰山一角,更大的黑幕或许还在背后。由此,我们想起1998年中国足坛掀起的假球黑哨事件,那曾经也是一场打假飓风,但最终却仅以教练龚建平一人被捕而告终。打假进程之所以戛然而止,有着复杂的社会背景,而司法介入也存在着较大的困难。十年之后的这场风暴,在许多方面惊人相似,但是反映出的中国足坛的乱象却更加让人触目惊心,由此也让更多的球迷对中国足球的未来迷茫甚至绝望。中国足球发展的现实,有着复杂的历史与现实原因,既有着中国社会传统文化观念的影响,也与当前国家对足球监管不力有关;既与中国足球从业者的整体素质有关,也与中国足球运动非民非官的畸形管理体制有关。整治中国足球,消除中国足球体制的种种弊病,绝不可能毕其功于一役,而将是一个极其漫长的过程。那么,中国足球涉赌、假球盛行、黑哨不断的成因是什么?司法能否介入以及如何介入足球涉赌、涉假?中国足球的未来究竟在哪里?我们来看看来自法学理论界与实务界以及来自社会学界的专家学者的看法,或许能有一些启示。
