Postal services have always been an important driver of economic development. The establishment of the Universal Postal Union 140 years ago provided a multilateral framework for the cross-border exchange of documents and articles, paving the way for the global exchange of postal services and the flow of trade. Today, the Internet has given birth to a new round of globalization and triggered further global integration, in which the postal service plays an important role. Half of the world’s population lives in rural areas and the postal network can cover the rural population. For example, in sub-Saharan Africa, 80% of post offices are located in small towns and rural areas where most people live.
