随着社会的不断进步,治安形势的日趋复杂,当前的公安队伍建设已不仅仅停留在开展学习培训和加强思想教育等基础建设范畴,警力的优化整合和公安整体效能的发挥正日益受到重视。拱墅区公安分局通过“双向选择”人事制度改革的实践,分析了“双向选择”对公安队伍建设和业务工作的影响,认识到“双向选择”工作要全面了解、掌握警情是基础,深化教育、加强沟通是保障,合理调配、正确引导是关键,定期评议、严格考核是重点,加强队伍、推动业务是根本。
