清初插宾写《柳边纪略》,专门记述满洲的山川形胜、制度、物产、风土习俗。其中有一条说满洲人贮存档案:“凡贮年久远者日档案,档子。”他进一步解释说:“是皮条挂壁若档故也。档,横木框档。案,几属。书于纸亦称。”这就是我们现在所用“档案”一词的出处。在我国,“档案”这个词虽然产生得比较晚,但是档案这个东西却很早就存在,并历来为人们所重视。初叫典、籍、册等。清代出现档案这个词,标志着中华民族重视档案已经到了一个新的高度。殷商时代的甲骨文是当时人们占卜的记录。占卜后的龟甲、牛骨分门别类地保存起来,以备日后查考验证。这可以说是迄今为止发现的最早的档案。
