文章对我国《食品安全法》的颁布实施做了经济学的解释。认为《食品安全法》在中国实施是完善社会主义市场经济的要求;是经济增长方式需要由粗放向集约式转变的反映;是消费方式需要发生转变的客观需求。作者从成本收益理论和开放经济理论两方面进行了经济学分析。虽然从短期利益而言,造成企业的生产、销售成本提高;但从长远利益和整体利益而言,企业效益和社会效益均是增加的。《食品安全法》是我国加入WTO以后,实行开放经济的一个重要体现。对食品安全标准、食品召回制度的规范是我国开放经济,促进全球经济一体化有效发展的重要法律制度保障。
The article made an economic explanation for the promulgation and implementation of “Food Safety Law” in our country. It is considered that the implementation of the Food Safety Law in China is a requirement of perfecting the socialist market economy, a reflection of the need for an economic growth mode to change from extensive to intensive, and an objective demand that the consumption pattern needs to be changed. The author analyzes the economics from two aspects: cost-benefit theory and open-economy theory. Although the short-term interests, resulting in business production, sales costs increase; but in the long-term interests and the overall interest, the business and social benefits are increased. The “Food Safety Law” is an important embodiment of China’s open economy after China’s accession to the WTO. The standardization of food safety standards and food recalls is an important legal system guarantee for our country to open its economy and promote the effective development of global economic integration.
