几年来的林业经济体制改革,客观上越来越明显地要求建立一个专门的金融机构,即以银行为中心的林业金融体系。这个金融体系,一方面需要同整个林业生产转轨相协调,它是进一步搞活经济,最有效地筹集和调配资金的必备条件之一;另一方面,它也是在新的历史条件下为控制与调节林业经济活动创造一个新的环境。本文拟就建立中国林业银行的有关问题发表点浅见。
