影响科学发展观贯彻落实的主要原因表现在“七个不适应”:一是思想认识不适应;二是理论武装不适应;三是工作能力不适应;四是干部作风不适应;五是体制机制不适应;六是法律制度不适应;七是组织领导不适应。在深入贯彻落实科学发展观的实践中,要以宣传教育为先导,以体制机制建设为根本,以作风建设为保证,以领导干部能力建设为支撑,推动科学发展观的贯彻落实逐步深入。
