根据国家教委要加强乡土教材建设和教学,为本地区培养建设人才服务的精神,福建省教委确定以地市为单位编写历史科初中乡土历史教材。这意味着其内容只限于本地市范围的历史,由于各地市的自然条件、地理环境、历史沿革,各个历史时期经济文化发展、民族演变、风土人情都存在历史性的差异,不言而喻,乡土历史教材是否具有乡土气息或者说乡土特色,就成为其教材编写的成败、优劣的关键之一。我们在《泉州历史》及其《教参》的编写、师资培训教学中都特别注重这一问题。本文拟就此问题略谈我们的看法和做法。

We have paid special attention to this issue in the writing of Quanzhou History and its teachings, teacher training and teaching. This article intends to briefly discuss our views and practices on this issue.
