2000年,是我国劳动和社会保障事业大变革的时期,也是国企改制矛盾突出、职工就业困难重重的时期。正是这个时候,珠海市劳动局局长陈元胜挑起了劳动和社保两副重担。他开拓进取,求真务实,出色地完成了年度工作目标,开创了珠海市劳动和社会保险工作的新局面,受到上级领导及人民群众的称赞。1999年4月中旬,珠海市人民政府任命陈元胜同志为珠海市劳动局局长;2000年3月,陈元胜同志兼任珠海市社会保险局局长。工作虽然千头万绪,但陈元胜同志从“以人为本”的思想出发,突出抓好干部职工队伍的思想素质和业务素质的提高。在他的主持下,机关制订了内部管理制度12项,首要两项就是“领导干部廉洁自律”
