《2011年货币汇率监督改革法案》是美国在2011年通过的法案,该法案一度成为人们关注的热点。文章通过分析该法案的出台背景,结合相关国际法原则,认为其不仅有违国家主权平等的国际义务,也违反了WTO的贸易自由化原则,阻碍了中美双方贸易的正常发展,违背了时代潮流,更重要的是它是一项政治产物。最后指出面对此种法案,我们应当在坚持货币主权的同时进行友好合作,保持人民币汇率的基本稳定,坚定人民币汇率改革方向。
The Money Exchange Rate Supervision Reform Act 2011 is a bill passed by the United States in 2011, which once became a hot spot for people’s attention. By analyzing the introduction background of the act and the principle of relevant international law, the article considers that it not only violates the international obligations of national sovereignty equality, but also violates the principle of trade liberalization of the WTO, impedes the normal development of trade between China and the United States, runs counter to the trend of the times More importantly, it is a political product. Finally, we pointed out that facing such bills, we should carry out friendly cooperation while maintaining monetary sovereignty, maintain the basic stability of the RMB exchange rate and strengthen the direction of the RMB exchange rate reform.
