发展是硬道理。那么，对于一个地区、一个系统、一个部门、一个单位来讲如何发展呢？由于对象、环境等主观和客观条件的不同，谋求发展的途径和目标也不一样。河北省水利工程局在发展中，通过发现典型、培育典型、利用典型、宣扬典型，充分发挥典型示范、引导和辐射作用，推动全局，收到实效。现将该局第八工程处“以人为本，铸造‘铁军’”这个典型奉献给大家，一睹为快。
