In April 2000, Hong Kong established an independent “Construction Industry Review Committee”, which is chaired by Tang Yingnian, a member of the Executive Council. In response to a series of public housing project scandals that Hong Kong people are concerned about, the committee set out to conduct a comprehensive review of the quality of building projects in Hong Kong. Recently, some preliminary results have been obtained. Review from the cultural level During the consultation of the Committee, the Government (HA and Housing Department) and the industry mistrust each other and criticize each other: The Government stated that the contractors and professionals lacked professional ethics and scorned their duties; the industry also criticized the Government for neglecting supervision.
