1937年2月中旬至3月中旬,我党代表周恩来、叶剑英等与国民党代表顾祝同、贺衷寒、张冲等在西安进行谈判。谈判中,红军改编问题,双方争论得最为激烈。谈判前夕,周恩来向中央提出我党关于红军改编的最初方案:红军改编后的人数可让步为六、七万,编制为四个师,每师三旅六团,约一万五干人,其余的人员编为某路军直属队。关于红军改编后的性质,周恩来提出,军队中党的组织依然存在,拒绝国民党的组织、政训人员来我军,我军自行训练,可实施统一的政训纲领,但不能辱骂和反对共产
From mid-February to mid-March 1937, representatives of our party, Zhou Enlai and Ye Jianying, negotiated with the Kuomintang representatives Gu Zhuotong, He Zhonghan and Zhang Chong in Xi’an. During the negotiations, the question of the Red Army’s adaptation was the most heatedly contested by both sides. On the eve of the talks, Zhou Enlai submitted to the Central Committee the original plan of our party regarding the reorganization of the Red Army: the number of reorganized Red Army troops can be set at 60,000 to 70,000, four divisions, three brigades and six regiments, about 15,000 cadres, and the rest Staff compiled for a certain army directly under the team. Regarding the nature of the Red Army’s adaptation, Zhou Enlai proposed that the organization of the party in the armed forces should still exist and refused to come to our army for organizing KMT organizations and political trainees. Our army should train itself to implement a unified platform for politics and training, but can not insult and oppose communism
