加快建设服务型政府是当前我国社会发展所面临的必然选择。服务型政府建设是一项长期复杂的系统工程,它对我国各级政府的全面转型在政府理念的树立、政府机制的运作和政府管理方式和服务水平上都提供了方向。在推进服务型政府建设的过程中,并不是依据政府职能的不断扩张,而是通过提高公共产品和服务实现服务型政府的转变。在实践的道路上,我们也可以发现服务型政府建设必须依靠政府职能的转变,它也是政府职能转变的的最终目标,两者之间相辅相成。本文将对服务型政府建设与政府职能转变之间的相互关系入手,对两者进行分析。
To speed up the construction of a service-oriented government is an inevitable choice for our country’s social development. The construction of service-oriented government is a long-term and complicated systematic project. It provides a direction for the all-round transformation of our government at all levels in establishing the concept of government, the operation of government mechanism, and the government management style and service level. In the process of building a service-oriented government, it is not based on the continuous expansion of government functions, but on the transformation of service-oriented government by improving public goods and services. On the road of practice, we can find that the construction of service-oriented government must rely on the transformation of government functions. It is also the ultimate goal of the transformation of government functions, and the two complement each other. This article will start with the relationship between service-oriented government building and the transformation of government functions, and analyzes the two.
