1995年元月17日黎明5:46时,一场震度为7.2级、震中位于正下方的地震袭击了日本的阪神地区。据至2月10日为止的统计,死亡5307人、4人下落不明、受伤人数达26815人。在山阳新干线,新大阪~西明石之间倒塌高架桥9座;在阪神高速公路上,神户市东滩区3号神户线上,约600m的高架部分倒塌,除此之外,在靠近西宫市、今津、摩耶出口、京桥入口,神户市深江出口等计14个地区都发生了高架桥、跨线桥崩溃破坏和落桥事故。而且,神户港的港湾设施不能使用,并且直接冲击了交通、通信、给排水等大城市的生命线,建筑物破损
