为贯彻落实中央关于促进发展中原城市群的精神,2006年河南省提出“郑汴一体化”的发展规划,目标是以郑汴一体化为契机,带动整个中部地区的发展,实现中原城市群和中部崛起的伟大构想。近些年来,郑汴一体化取得了长足的发展,但在此过程中,浮现出诸如包括区域公共物品提供在内的区域公共问题、行政区划结构、区域政府合作机制等各各方面的问题,这就需要我们用区域公共管理的眼光看待之。
