In April 2011, Yang Zhiming, Vice Minister of Human Resources and Social Security, pointed out at the National Working Conference on Labor Relations that our country should make every effort to realize a 15% annual increase in staff wages and strive to double the growth of workers’ wages during the “Twelfth Five-Year Plan.” Allowing workers’ salary income to outperform the CPI so that front-line workers really benefit from economic and social development is a major issue concerning people’s livelihood.
