上个世纪,日本遭受核弹攻击,这是世间一场悲剧。自此,核威慑一直像幽灵一样在世界各地游荡,刺激着人们的神经,威胁着人类的安全。2003年呈现出的国际关系景象是核问题升温。因核查危机引发的伊拉克战争、朝鲜核危机和伊朗核问题让人感到核武器发展仍然是人类安全的最大威胁。虽然朝鲜核危机和伊朗核问题的解决最近有了积极的进展,但许多问题复杂而敏感,要想真正解决还需很长时间。伊拉克战争对不扩散核机制造成的负面影响是深远的,朝鲜、伊朗等核门槛国家动向的突出也有“原因”的。不过,人们更担心的还是由此引发的多米诺骨牌效应是否会出现?反导系统的发展是否会导致新的核竞赛?核武器是否有朝一日真的会落入恐怖主义之手……那么,到底是谁在制造核危机?
In the last century, Japan suffered a nuclear bomb attack, which is a tragedy in the world. Since then, nuclear deterrence has been wandering around the world like ghosts, stimulating people’s nerves and threatening human security. The international relations scene that emerged in 2003 is a warming of the nuclear issue. Nuclear war on the DPRK and the Iranian nuclear issue have made people feel that the development of nuclear weapons remains the single greatest threat to human security because of verifying the Iraq war triggered by the crisis. Although the DPRK nuclear crisis and the resolution of the Iranian nuclear issue have recently made positive progress, many issues are complex and sensitive, and it will take a long time before a real solution is reached. The negative impact of the Iraq war on the non-proliferation of nuclear mechanisms is far-reaching. There are also “reasons” for the outstanding state trends in nuclear thresholds such as North Korea and Iran. However, are people more worried about whether the resulting domino effect will emerge? Whether the development of the ABM system will lead to a new nuclear contest? Whether nuclear weapons will one day really fall into the hands of terrorism ... then, who is Nuclear crisis in manufacturing?
