适度的经济增长速度以提高经济效益为前提和基础。必须把握好经济非均衡增长和周期波动条件下适度经济增长速度的特点。90年代我国经济适度的增长率以7％左右为宜,其上、下限分别为9％和5％。在双重体制并行条件下,应把严格控制貨币发行量,严格控制财政支出,事先控制固定资产投资规模,控制消费规模、引导个人收入合理增长和分配等,作为控制经济适度增长的重要措施。
Moderate economic growth rate to improve economic efficiency as the prerequisite and basis. We must take a good grasp of the characteristics of uneven economic growth and moderate economic growth under cyclical fluctuations. In the 1990s, the moderate economic growth rate in our country should be around 7%, with the upper and lower limits of 9% and 5% respectively. Under the parallel system of dual systems, strict control of the circulation of currency, strict control of fiscal expenditures, prior control over the scale of investment in fixed assets, controlling the scale of consumption, and the rational growth and distribution of personal income should be taken as important measures to control the moderation in economic growth.
