政府职能转变是深化行政管理体制改革的核心。必须围绕和突出这一核心,推进机构改革和加强政府自身建设。加快转变政府职能,要努力建设服务型政府,全面提高为人民服务的能力和水平;建设责任型政府,切实履行政府职责;建设法治型政府,不断提高依法行政能力;建设廉洁型政府,大力推进政府廉政建设和反腐败工作。行政管理体制改革是一项任务繁重、涉及面广的社会系统工程,需要围绕转变政府职能这一核心,精心组织,周密部署,稳步推进,长期工作,力求取得明显成效。
The transformation of government functions is the core of deepening the reform of administrative system. We must focus on and highlight this core, promote institutional reform and strengthen government self-construction. To speed up the transformation of government functions, efforts should be made to build a service-oriented government so as to comprehensively enhance the ability and level of serving the people; to build a responsible government and effectively fulfill its duties; to establish a government ruled by law and continuously improve the ability to administer the country according to law; to establish a clean government and to vigorously promote Government clean government and anti-corruption work. The reform of the administrative system is a heavy-task and extensive social system project that requires careful organization, careful deployment, steady progress and long-term work around the transformation of the core of government functions with a view to achieving remarkable results.
