建设服务型政府,就是要向全社会提供优质高效的公共服务,集中力量提供公共基础设施、公共教育、公共卫生和医疗、扩大就业、公共安全、社会保障和保护弱势群体,并通过改革使更多的社会力量参与公共服务的生产或提供,加强对社会服务标准的监管,确保公共服务得到公正有效的提供。因此,向市场经济转型的过程中,一是要重新界定政府在公共服务提供中的角色,意味着必须重新调整财政支出的结构,支持具有较高优先性的公共产品和政府职能。二是确定公共服务提供方面优先顺序,先做什么事情后做什么事情。三是在各级政府之间运行良好的职责分工和财政资源划分制度。
To build a service-oriented government is to provide quality and efficient public services to the whole society and concentrate on providing public infrastructure, public education, public health and medical services, expanding employment, public safety, social security and protecting disadvantaged groups. Through the reform, Many social forces participate in the production or provision of public services, strengthen the supervision of social service standards and ensure that public services are provided fairly and effectively. Therefore, in the process of transition to a market economy, we must redefine the role of government in the provision of public services. This means that the structure of fiscal expenditures must be readjusted to support public goods and government functions with higher priority. Third, it is necessary to have a well-functioning system of division of responsibilities and financial resources among all levels of government.
