十八大报告中明确指出“深化科技体制改革,加快建设国家创新体系,着力构建以企业为主体、市场为导向、产学研相结合的技术创新体系。”近年来,我国企业的创新能力提高的比较快,创新投入不断增加,但同时,我国的企业在创新方面仍然面临着一些问题,特别是地方国企,其创新能力更是受到地域限制,政府压力等多方面的因素影响。本文探讨作为地方企业的排头兵国企,对如何解决限制其创新能力的影响因素提出解决对策,以期实现长期稳定向上发展。
The 18th National Congress of the Communist Party of China clearly pointed out: “deepen the reform of the scientific and technological system, speed up the construction of a national innovation system, and strive to establish a technological innovation system that takes the enterprise as the main body, the market as the orientation, and the production, learning and research combined.” In recent years, However, at the same time, the enterprises in our country still face some problems in innovation. Especially, the innovation ability of local state-owned enterprises is affected by many factors, such as geographical restriction and government pressure. This paper explores the strategy of how to solve the influential factors that restrict its innovation ability as the vanguard of state-owned enterprises in the local enterprises and proposes solutions to the problem so as to achieve long-term stability and upward development.
