一、关于深化国有企业改革(一)深化认识,形成共识党的十一届三中全会以来,按照中央的统一部署,我省在国有企业中先后进行了扩权让利、两步利改税、承包经营等一系列改革,特别是近年来,围绕转机建制进行了多种形式的探索。通过改革,不同程度地增强了企业活力,促进了企业的发展壮大。但是,从总体上看,目前国有企业仍然搞得不活,困难还相当大。造成这种情况的原因是多方面的,但最根本的还是体制不顺、机制不活。因而国有企业要摆脱困境,根本出路在于进一步深化改革。深化国有企业改革,从更高、更深的层次看,还直接关系到改革、发展、稳定的大局。从改革的角度讲,现代企业制度是社会主义市场经济体制的微观基础,我国经济体制改革的总体目标能否实现,关键就在于国有企业改革能否成功,现代企业制度能否建立起来。从发展的角度讲,国有企业特别是大中型
