出于安全及经济等方面的考虑，ＣＥＲＮＥＴ中不少学校的校园网中开始采用代理（Ｐｒｏｘｙ）方式将内部网（Ｉｎｔｒａｎｅｔ）与外部Ｉｎｔｅｒｎｅｔ进行连接。本文在研究了互联网中代理机制的工作方式后，分析和设计了一个用于校园网中Ｐｒｏｘｙ的网络计费系统，结合ＷＷＷ技术提出一个具体的工作模型；最后给出了一个在ＷｉｎｄｏｗｓＮＴ环境下的实现。
