东北勘测设计院推行全面质量管理历时三年多,经历了准备阶段、基层试点、逐步推行和全面推行达标验收等四个阶段。今年年底即将进行达标验收。我们有如下几点认识与体会。1.领导重视有明确的质量意识是推行 TQC 的关键通过全质管理的实践,我们体会到:只有领导重视,有了明确的质量意识,才能在全员中树立起全员的质量意识;只有领导重视全质管理工作,才能带动全员投入到全质管理工作中来。在当前设计改革不断深化,产品经济向商品经济
