2016年8月18日,交通运输部、工信部、公安部等五部委联合发布了《关于进一步做好货车非法改装和超载超限治理工作的意见》,从认定标准、执法流程、源头治理等方面进一步统一、健全“双超”治理(以下简称“新政”)。新政之后,《车辆运输车治理工作方案》《整治公路货车违法超载超限行为专项行动的方案》《关于对严重违法失信超限超载运输车辆相关责任主体实施联合惩戒的合作备忘录》陆续发布。
