现行的纵横制维护方式,是几十年来旋转制周期维护方式的沿袭和演变。这种维护方式,工作量大,劳动强度高,劳动生产率和经济效益低,也缩短了机器使用寿命。笔者认为,用价值工程改革纵横制交换机维护方式,把技术问题和经济问题紧密联系起来,可以有效地克服上述弊端。众所周知,价值系数公式是:价值系数(V)=功能(F)/费用或成本(C)。价值系数高,价值就高,反之则低。这里,功能是指降低障碍率,费用指维护费用和活劳动消耗。以上海市话局平凉分局4000门纵横制为例,用1979年至1986年的资料进行分析,可以看出,1978、1979两年周期维护价值系数较高,也就是说,付出的劳动和费用是值得的;从1981至
