1998年下半年,我院被上级确定为事业单位全员合同聘用制试点单位,在上级的正确领导下,在全院职工的大力支持下,顺利完成了试点工作。经过双向选择,225人签订了聘用合同,20人缓聘,1人落聘,24人分流,分别占在编职工的83.3%、71.4%、0.4%和8.9%,精减岗位45个。通过试点,调动了全院职工的工作积极性,增强了紧迫感、危机感,医护质量、医德医风、服务态度明显改善,医院社会效益和经济收益大大提高。1998年,医院被评为地级“文明单位”和全民卫生系统“六强单位”,地直卫生系统“先进单位”。1999年一季度业务收入比上年同期增长20%,各项支出大幅度下降,门诊人次增加,呈现出良好的发展势头。
In the second half of 1998, our institute was identified as the pilot unit of the full-service contract employment system of the public institution. Under the correct leadership of the superior, with the support of the staff of the hospital, the pilot project was successfully completed. After two-way selection, 225 people signed an employment contract, 20 were postponed, 1 was hired, and 24 were diverted, which accounted for 83.3%, 71.4%, 0.4%, and 8.9% of the staff, respectively, and 45 jobs were reduced. Through trials, mobilized the work enthusiasm of the hospital staff, enhanced the sense of urgency, sense of crisis, medical care quality, medical ethics, service attitude significantly improved, the hospital social benefits and economic benefits greatly improved. In 1998, the hospital was rated as a “civilized unit” at the prefecture level and a “six-unit” unit of the national health system and an “advanced unit” for the local health system. In the first quarter of 1999, business income increased by 20% compared with the same period of last year. The expenditures dropped drastically, and the number of outpatient visits increased, showing a good momentum of development.
