本文使用MCP模型模拟了天然气市场中存在产能约束、管输约束情况下多方市场主体的收益变化和拥堵租补贴分配方案,得到管网第三方准入自主实现的条件,对我国天然气市场化改革提出了政策建议。模拟结论显示,一体化企业意愿开放管网,同时被准入企业意愿使用管网只出现在两类情况下:一是高管输约束和低产能约束的搭配,此时体现拥堵租的管输费用收益应该补贴给一体化企业。二是高产能约束与低管输约束的搭配,此时应该同时补贴被准入的企业和一体化企业。
