根据大庆的实际状况，论述了依靠科技进步发展替代产业的条件、途径与保证措施。要加快发展替代产业，必须着力解决技术档次低，技术优势不明显等问题，主要出路是尽快使高新技术进人替代产业，从而在整体上形成大庆第三大经济支柱。发展替代产业的途径一是政策引导和推动，二是从国内外引进和吸纳，三是自行研制和开发。进一步为替代产业创造良好的外部环境，充分发展自身的主观能动性，借鉴国外的成功做法和经验，创建自己的科研开发机构。 According to the actual conditions in Daqing, the conditions, ways, and guarantees for developing alternative industries relying on scientific and technological progress are discussed. To speed up the development of alternative industries, we must focus on solving the problems of low technical grades and unobvious technical advantages. The main way out is to replace high-tech industries with new ones as soon as possible so as to form the third largest economic pillar of Daqing as a whole.
