道路客运班线私下转让、炒卖等行为是道路客运行业经营管理上的顽疾。这一现象长期存在既有历史原因也有管理上的漏洞。班线私下转让、炒卖,将会造成经济、社会秩序混乱,损害国家利益、公共利益、专业运输企业和旅客的合法利益。各级管理部门应高度重视,采取有效措施遏制班车私下炒卖行为。
