经郑州市十一届人大常委会第31次会议通过,河南省十届人大常委会第2次会议批准,《郑州市政府投资项目管理条例》于2003年5月1日开始实施。条例共分7章48条,对政府投资项目的立项、投资计划、实施和管理、监督及法律责任等都作出了明确具体的规定。条例规定:政府投资重点投向基础性和公益性项目;政府投资项目计划依据本市国民经济和社会发展计划编制,并严格按照经批准的政府投资项目计划实施。条例明确规定:“政府投资项目发生重大质量事故的,除
Approved by the 31st Meeting of the Standing Committee of the Eleventh National People's Congress of Zhengzhou Municipality and approved by the 2nd meeting of the Standing Committee of the 10th National People's Congress of Henan Province, the ”Regulations on the Administration of Investment Projects of Zhengzhou Municipality“ came into effect on May 1, 2003. The regulations are divided into 7 chapters and 48 articles, which make clear and specific provisions on the project investment, investment plan, implementation and management, supervision and legal responsibilities of the government investment projects. The regulation provides that government investment should be focused on basic and public welfare projects. The government investment project plan shall be formulated in accordance with the plan of national economy and social development of the municipality and implemented in strict accordance with the approved government investment project plans.
