2005年,中国的自然灾害总体上表现较为平稳,全国生产安全也总体稳定。但从城市公共安全视角出发,情况却不容乐观。2005年发生了许多在城市及其周边的危机事件,并且这些事件还有灾害扩大化的趋势。据2005年11月召开的“中国首届城市应急联动系统建设高层论坛”透露,每年中国集中在城市的突发公共事件造成人员伤亡逾百万,总经济损失高达6500亿元,占中国 GDP 的6%以上。
In 2005, China’s natural disasters generally showed a more stable performance and the overall national production safety was also generally stable. However, from the perspective of urban public safety, the situation is not optimistic. Many crises occurred in and around the city in 2005, and there was also a tendency for the disasters to magnify. According to the “China’s First High-level Forum on Urban Emergency Response System Construction” held in November 2005, every year China’s urban public emergency has caused over one million casualties and a total economic loss of 650 billion yuan, accounting for 6% of China’s GDP %the above.
