担任领导职务的公务员在同一职位上任职五年以上,原则上要实行轮岗;国家公务员晋升上一级领导职务的,一般应具有在下一级两个以上职位任职的经历。这是国家人事部不久前颁布的《国家公务员职位轮换(轮岗)暂行办法》中的规定。《暂行办法》还规定,国家公务员应当服从轮岗的决定,对无正当理由拒不服从轮岗决定的,给予批评教育,并按轮岗决定直接办理任免手续。轮岗,无疑是实施公务员制度的重大举措。为了培养高素质的干部队伍轮岗是干部交流制度的组成部分,是交流工作的深化和发展。轮岗作为交流的一种方式,使交流更加具体,更具有操作性,更便于落实。
Civil servants holding leadership positions serve more than five years in the same position. In principle, rotation of civil servants is required. For those civil servants promoted to leading positions at the next higher level, they generally should have experience of holding positions in more than two posts at the next level. This is stipulated in the Interim Measures for the Rotation (Rotation of Posts by State Civil Servants) promulgated by the Ministry of Personnel recently. The Interim Measures also stipulates that state civil servants should obey the decision of rotation and give criticism and education to those who refuse to obey the rotation decision without justifiable reasons and handle the appointment and dismissal directly according to rotation decision. Rotary rotation is undoubtedly a major measure for implementing the civil service system. In order to train high-quality cadres, rotation is an integral part of the exchange of cadres and is the deepening and development of exchanges. As a way to communicate, rotation is more concrete, operational and easier to implement.
