我国高中课程实行两级(国家、学校)课程,三级(加上地方)体制,既意味着课程民主的推进,由“集权”走向“分权”;也意味着课程责任的多元,由“独荷”走向“分担”。学校一级,在享受课程权力的同时,必须承担相应的课程责任。高中新课程方案推进的困难,除评价体制改革滞后,课改受高考绑架之外,还有一个重要的原因,是学校一级未能切实肩负起应有责任,率先失责之后又把所有的问题归于高考制度。试想,
