人才大量外流已成为发展中国家社会、经济发展中的一个严重问题。80年代以来,由于发展中国家与发达国家之间的经济差距进一步拉大,加之发展中国家近几年普遍实行对外开放政策,与发达国家的交往扩大,人才外流的数量也日益增加。在外流的人才中,有科学家、教授、艺术家、经济学家、医生和各类工程技术人员等。他们的年龄一般都在25—45岁之间,这一时期是人生的最佳年华,也是事业上不断创新,取得成就的鼎盛时期。
The massive outflow of talent has become a serious problem in the social and economic development of developing countries. Since the 1980s, as the economic gap between developing and developed countries widened further, and the developing countries have generally adopted the policy of opening to the outside world in recent years, their exchanges with developed countries have expanded and the number of brain drain has also increased. Out of the talented people, there are scientists, professors, artists, economists, doctors and various types of engineering and technical personnel. Their ages are generally 25-45 years old, this period is the best of life, but also the cause of continuous innovation, the heyday of achievements.
