Over the years, the internal responsibility system of contracted enterprises has played a unique role in invigorating the internal distribution of enterprises and mobilizing the enthusiasm of employees to play an important role. However, with the continuous deepening of the economic system reform, the contract responsibility system has exposed many problems that need to be solved. This article plans to talk about the problems and countermeasures of the contract responsibility system from four aspects. I. Adhering to relying mainly on economic efficiency and adopting the form of comprehensive economic efficiency indicators. The responsibility system for internal contractual management of enterprises arises under the conditions of the planned economic system. Therefore, the contract indicators have a strong plan.
